Constitution Change / Resolution Forms
Any bargaining unit member and retired member in good standing meeting participation requirements as set forth in the NRLCA / VARLCA Constitutions may submit Constitution Change proposals and Resolutions. Complete these forms in their entirety, including your printed name, local #, email address, signature and date. Please Print Legibly! Your email address will be used to send confirmation of receipt. Submitting a Change of Address form with the Postal Service will not automatically update your mailing address with the Union. To ensure that all Union correspondence is mailed to your correct address, it is imperative that you notify NRLCA in writing by submitting your name, old and new address, and a signature to the State Secretary at:

* NEW * Modified Resolutions Submission Process
A modified submission process has been developed for submitting non-binding Resolutions only in response to Local meetings and the State Convention being cancelled this year. Binding Resolutions or Constitution changes (Resolutions that are intended to propose a change to the National Constitution) cannot be addressed in this modified submission process, as these have the right to be addressed and/or amended by National Convention delegates.
The core focus is to protect member’s rights, to the fullest extent possible, during these unprecedented times by providing an avenue to have your voices heard in the next round of contract negotiations beginning in 2021, absent a National Convention being conducted in 2020.
Acceptable non-binding Resolutions would be those dealing with issues such as wages, benefits and work rules. These can be submitted using this modified Resolutions process. They are advisory in nature.
Non-binding Resolutions received on the official form from any bargaining unit member and retired member in good standing meeting participation requirements as set forth in the NRLCA/VARLCA Constitutions, will be compiled and forwarded to the National office for consideration. These must be received by the State Secretary-Treasurer no later than July 1, 2020. The Resolutions form must be filled out completely and legibly. The intent of the Resolution must be clearly understood and clarified.
Binding Resolutions or those Resolutions intended to propose a change to the National Constitution will be held pending a decision on whether the National Convention will be able to be held. These forms can be downloaded on the left side of this page.
